Fitting replacement plates

Default Fitting replacement plates

I want to remove my plates so that I can clean/wax the bit under it - but I have the stuck-on plates, why?
Apparently it looks like the original plate bolts have been snapped off.
At the back of my legacy, I can sort of see the end of the bolts sticking out, but I can barely reached it with my hands! Its impossible to unscrew from the back with a pair of pliers, but I can get into the tight space! Is there some special tools out their that can reached awkward tight spaces and turn a bolt?

Also at the front I can't see the bolts at all from the back, since there is a piece of foam (behind the bumper where the plates are).

Anyone know how to unscrew snapped off bolts - since I want to use plate bolts rather than sticky pads???!!!
