looked under dash near footwell found green plug disconnected, connected this together and fans came on, also have a single black wire with white plug also disconnected around same place are these ment to be connected together??? and what are they.please help

 

They are the diagnostics plugs

Leave them disconected. Theres a couple ways to do the diagnostics with them, search for them on here and youll see

Just to clarify: They shouldnt be connected up unless running diagnostics
