JDM, MY01-02, similar to the MY02 UK car, more agressive map, vf30 turbocharger, some more added goodies like rear wiper, folding electric mirrors, intercooler spray (auto and manual), 280ps out of the box.
MY02 UK, mechanically similar to the above except less agressive map (265ps), comes in 2 styles, prodrive and normal, prodrive has the sideskirts, bigger spoiler and other cosmetic bits, still 265ps, lacks most of the above mentioned extras.
MY03-04 UK cars, similar mechanically to the MY02, some slight enhancements, similar power and spec.
MY05 UK car, some big changes here, engines similar to the 03/04 cars but these have the uprated geometry and A-DCCD fitted, improved handling.
MY03-04 JDM cars, lots of extras over the uk (similar to the MY01/02 cars) mechanically different as these are twin scroll units, very reliable and very very good, producing power more like a big V6 than a 4 pot, very smooth delivery, most come with A-DCCD and quick rack steering, avoid the lower spec KL version (GL version has the A-DCCD etc), higher torque and engine outputs than advertised (280ps, 290lbs torque)
MY05 JDM, as above, changes in the manifold? produce more power (add 10bhp on the above), uprated spec c geometry settings as with the uk cars, more goodies on these, nicer car to drive.
Modifying either of the above will get you to 400bhp with no issues, the JDM cars will be cheaper though you will have to pay full wack for a new turbo.
JDM's still have the classics service intervals (6 monthly/7.5k) so slightly more expensive to run (but not by much).

cheers mate
so as you know a little which model would you buy, if i was looking at blobeye then it would have to be one of the first ones out the box, (probably looking at around 8k but would hope for less and spend on mods)
also the car is only a weekend car

If it were me then I would be looking for an MY03 JDM Twin Scroll model, its a fantastic car and in standard form they need next to no big mods to get them to 360bhp and 380-400lbs of torque.

As an example mine has a miltek sports cat exhaust, panel filter change and remap and is 353/385.
8K will get you the 03 JDM STI. and if it's been in the country since before 2006 it will be cheap tax too. The longer its been in the counrtry the better as you will of course get more history with it, and the sooner it was set up for uk fuel the better imo. bullet proof engines and gearboxes.

P.s However, be prepared to lose the burble

the exhaust manifold pipes are equal length to help create better exhaust pulses for the twinscroll turbo made by IHI. the turbo is a IHI vf37, - vf36 on the Spec C. Designed to give quicker smoother spool up from the turbo giving more power and less lag

The Blobeye MY05 JDM STi twin scroll is better, wide track suspension, bigger PCD hubs and wheels, later spec DCCD-A but still with a 65/35 torque split, 8x17 wheels, 235 RE070's standard, longer wheelbase same as spec C etc. etc. Of course it's more pricey than an MY03, but if the budget stretches far enough it's worth it.
