Question forge D/V staying open, problem?

I'm hearing the DV staying open on my car as I start accelerating, when i chnge gear it still whoooshes, but when you drive along I can hear the air still coming from it escaping.
i've sprayed it with silcone lubricant ans it still sticking open.

is it a DV problem that can be fixed or is it broke.

btw.. this is on my smart car but think the principle will still be the same on any car?

Try WD40, on my fist scoob it came with a bailey dump valve and it was forever sticking and just used to spray it with that and it would solve it.
