Default Green cotton air filter problems anyone???

Hello,

Since fitting a green cotton air filter to my impreza 1998 turbo, now and again the car judders when in 2nd gear up in the higher revs usually more when the engine is cold, i dont know if its the air filter or not (threw the old filter away), spoke to a garage who told me to try and fit some new spark plugs, i fitted the new ngk irridiam spark plugs, which the old ones had only been fitted only 4000 miles ago, the problem seemed to be solved for a few weeks, but the problem has started again, i also fitted new ht leads after the problem started, anyone got any idea, get the best super unleaded petrol, and the car is well looked after, could it possibly be a airfilter??
cheers
phil

What are we talking here rev wise and how cold is the engine?

And is it while on boost?

Yeah i know i should wait until its warm but i keep it under 4000 revs until warm, It has been better when warmed up but over the last week its jumping on and off when warm aswell, problems seemed to have started after fitting air filter, so i have bought just a normal one, and will try changing it when it gets delivered, see what happens.
