Bumper Modifications?

A Friend of mine has a bog standard impreza , and instead of going the turbo replicxa route, would like to do something individual, can anyone suggest a good place (Up North) that could convert the standard bumper on his GL
To something like the one below? Or even how he could go about it himself...
