Who is actually rating the cars in the garages?

Who is actually rating the cars in the garages?
I've just been looking at a few of the 'garages' on here and i've not yet seen a rating yet that I agree with! 
I've seen basic low spec models with a higher rating than fancy top of the range ones! 
I get the feeling it's a case of rate your mate positively and if someone pees you off in a thread rate their car down
Personally I preferred the old system.

It depends on what you like really, to some people a nice clean std scoob is nicer than chaved up scoob with big spoilers and mods and a classic nicer than later models and vice versa, if we all like the same thing it would be a boring world

I got a full rating from my car's previous owner TBH I don't give a damn about my car's rating, it's a PPP'd Bugeye and is by default an ugly looking heap of metal that just happens to go quite fast

I asked this question a while back in the bugs section, but never got a reply.
You only get to see a max of 5 pictures in the garage, no matter how many you upload. What determines which ones appear in the garage and do we know if this is a fault or a feature ?
