Default Bolt replacement?

I know that the header tank has a seal and I assume the powersteering tank will as well.

Will I be safe to replace the bolts one by one, not removing the lids, for new ones?

Just removed the ones on my header tank mate and replaced them with zinc coated ones from b&q. as long as you don't put them on tight one by one and place them hand tight at different sides then tighten them up you'll be fine.
