Cigarette lighter ,work with the ignition off?

Default Cigarette lighter ,work with the ignition off?

Hi, can anyone tell me if the cigarette lighter works with the ignition off? The reason I ask is I've got this solar trickle charger and was going to hook it up to the car when it's left for a while, but it needs the cigarette lighter to work with the ignition off to charge it through the lighter socket.

Not on my late classic either........ i think most cars lighter wont work with the ignition turned off,which i find funny on the scoob as its one of the only cars ive owned where the brake lights and fuel gauge still work when the keys out?
