unmarked blue flashing lights car - Essex

seen last Sunday on southbound A130, flashing blue lights on hard shoulder, then cruising at 75-80 mph, silver/grey bmw, probably 5 series, plate starting with eu55r**

They also have a blue unmarked Volvo estate.
The coppers in them are very nice though, I am sure.
