It's only a bargain if the car is decent. He says it's got no MOT and needs an exhaust, also that it's a p/x - so he has no idea about the car's history or how it's been treated. It's a WRX too, not an STI.
It could be anywhere between an absolute bargain if all it does need is an exhaust and MOT, or a total pup. The only way to tell is to look at it in person.
