New MOT procedure

Sorry if this is old news.
My car had it's 1st MOT the other day and I was chatting to the tester about the cost etc of the emmissions monitoring equipment.
We spoke of the various updates the stuff has gone through since my last MOT (about 4 years ago) such as oil temp measurements before taking emmissions readings etc.
The guy then said that all the current equipment will have to be replaced again next year as it will be replaced by a system that links back to a central database in DVLC Swansea which will record emmissions figures and braking performance tests for each car.
Unless your car passes these tests, Swansea will not issue a qualifying code number that allows your MOT certificate to be printed.
Apart from it all sounding a bit "big brother" it also means that the MOT test will be more expensive to cover the extra costs......
I thought you "catless" boys with "understanding" mot-tester-friends might be interested.
