is it possible for a my04 uk sti to be the facelift version with revised dashboard, rear arches and dccd?

If yours has these features than yes it is.

so whats the wheel pcd and off set for 18" wheels for a my05?

I think the cars are MY05 even though they have late 04 Reg(54 Plate).
with the wider track and DCCD. i had a MY02 WRX even though it was a 51 Plate.only difference was the radio antenae was in the rear window istead of the Pillar.

same as the MY08 car will be available as a 57 Reg.
