Ex comapny car driver seeks advice

Need some of your learned and sage like advice.... :-)
Some background and 2 questions....
I left my company and (sadly) my MY98 car on july 31st this year.
After much searching around for gainful employment, I start with my new one on November the first - PHEW!
At least Babber had the benefit of the Scoobysport exhaust off it!
I was hoping to take the car allowance and therefore have another scooby. I have been quoted 454.38 + Vat, 30K miles/year, maintained with a deposit of £1300 over 3 years. Is this competetive?
Secondly - Insurance....Grrrrrr. I have had a quote for £1660 for class 1 business use. I am 34 years old and live in countryfied shropshire and a service manager. Not a particulaly high risk. No major accidents but...my former company will not be sending out an insurance reference any time soon due to a small matter of a tribunal!! Therfore I cannot get any record of NCB or blame free driving record. The insurance company will not release by records as it was a group policy. DOH!
Any (sane) advice gratefully accepted

If that is the price from a WRX on a personal lease it is very good. I am 32 and was quoted £800 p.a based on 25K miles p.a for fully comp insurance. Once business use was mentioned within the 25K miles they doubled the premium!!! AND that was WITH a nice letter from my former company.

It (the lease)was a special offer from my dealer. It is a personal contract lease, not a PCP, hence the addition of VAT as this would normally be a company thing. The car goes back at 3 years/90K regardless. No baloon or option to buy.
I still think I can get the insurance less...the hunt goes on.
