Default Steering wheel help!

I have just tried to fit a 2nd hand Nardi wheel to my MY97 JDM Forester s/tb.
After removing the standard momo air bag wheel I found that the nardi will not fit due column at the splines being slightly too big to let the nardi seat properly.
so am I right in assuming that they changed the steering wheel fitting after MY96?
