The MD of BP, Chris Gibson-Smith, has just been interviewed on Newsnight.

He was thinly veiling why tankers were not leaving terminals by stressing the safety issue. This is quite unbelievable considering that only one (if any) of the terminals are actually physically barricaded, and there is no problem getting essential supplies out. He said 'We make money by selling petrol not sitting on it'

However, the biggest giveaway was when asked if BP were colluding with the public at trying to get petrol prices down. He answered by saying he categorically denied this accusation (using a whole 10 seconds worth of words to emphasise this)

and then struggled to hide the smile.

Looks like it may be some time yet!
