Question

Can a Police Officer, say at a station, confirm to me the RO of a vehicle if I supply them the details I have?? Name, Address and Reg.No.

ie. I supply name and address of the RO I think owns a car involved in an accident and they say, 'yes' or 'no' the information is correct?? (not asking them to supply the detials see? just confirm them or otherwise)

No, sorry.

you can request the info from the DVLA if you have a valid reason to. Sounds like you have a valid reason.
