If you apply the brake above 10 - 15 MPH on ice and snow the abs system will operate, it holds in until about 4-5 MPH (otherwise the car would never stop) So on ice and snow the usual precautions are required, minimal use of Accelerator, Keeping in a higher gear to reduce potential wheelspin and very little or no brake usage in otherwords drive as the conditions allow.

ABS generally will not operate below 5 mph as the wheel speed sensor signals are very weak at low speed which makes them very difficult to interpret (by the ECU that is). Unless the car is a cocky swine and uses Hall Effect wheel speed sensors rather than AC inductive pickups - but these are generally vehicles that have a need for low speed ABS such as those equipped with hill descent systems (freelander and new Landcruiser MY03).
