Tech advice on fog light covers please

bought a set of the grahamgoode site, the sti plastic ones not the mesh ones, are you supopsed to
a) remove the spotlights to fit the brakcet behind then replace the light over the bracket.
b) remove the spotlight fit the cover, not replace the spotlight.
it looks as though the bracket will not fit with the spotlight left in so i am guessing b is the answer, any experience?
