Why less power?

This issue maybe slightly old hat by now, especially with the new models coming out, but historically, why did Subaru send lower bhp models overseas, and keep the real deal in Jap?

Jap cars only have to last 3 years so they can push the engine more towards the edge - when they are 3 years old the British buy them!
