Yes, has it's own solenoid ( 3 port ) which replaces the OEM one, and has 3 wires to the ECU loom. ( Power, earth, MAP sensor ) - I have instructions for most year models of Subaru fitting.

This allows it to control the boost independantly of the ECU ( I have an Apexi PFC ecu and kept the boost control seperate ).

Works very well.

Set one boost level low for normal use ( or servicing etc. ) and the other high, and a simple build in push button swaps between the 2.
Also an overboost setting for short extra boost, but I dodn't use that.

If you can wire into ECU loom for MAP sensor reading, power and earth will do it I think.

Really easy to adjust boost, turn a small wheel for each setting, the push button swaps between the two!

The instructions I have also cover other cars, but japanese ones only I am afraid.
If you could look into what you may need, I may be able to answer Q's on it ?

It does not have a built in fuel cut, but may have a similar efect on certain cars, so I would have to say no as it is not guaranteed.

If you have an early classic with the early MAP sensor that only reads to 1.15 bar then you should get away with it as the ECU only sees what the OEM MAP sensor sees, and the boost is controlled by the EBC.

I would not sell it as having a fuel cut.

Hope that helps
