What's the easiest way to edit a DVD?

Have got a DVD of about 30 mins that I want to edit down. Never done anything like this before.

What's the easiest way? Is there any software already on a modern dell or what is best to download.

Idiots guide would help :o :D

Rip it with Handbrake edit it in Movie Maker, job done.
