Wouldn't run a VF28 on more than 1.4bar if you want it to last for any length of time. Compressor blades don't like it.
On most engines you'll strugle to go past 330-340bhp with it (on road fuel anyway), so that would be the realistic limit. Some have made more but that is not the norm...

A good VF28 WILL realise 350 bhp with supporting mods. 1.5 bar is the upper limit though as all VFs have comparatively fragile blades. If your car is mapped on rollers at say 1.3/1.4 bar the car will hit 1.5 bar on the road with cold ambient temperatures.

I think 350bhp with a VF28 is unrealistic, even with supporting mods you would struggle to get above 330bhp.

I agree.

320BHP at 1.4 BAR max. Numerous people have told me not to push the vf28 past 1.4 BAR

Quite a few people have run VF28s beyond 350 bhp but it requires all supporting mods.
Whether it is particularly good examples of the VF28 or particularly well modified cars I do not know but there are quite a few examples from various rolling roads.

I get 350 at 1.2 bar on my VF28!!
It is a 2.5 though...lol
