why do the police ask you to sit in theres on the hard shoulder when they pull you on the motorway?

Safety. Dangerous places the hard shoulder. A marked Police vehicle is somewhat more visible than your car plus you can't do a runner whilst you're locked in the rear. :)

Ask any RAC or AA repairman why.

Quite a few have been killed over the years when working on hard shoulders, depsite having bright coloured vans and flashing lights. :(
