Cannot install or uninstall programs

Running windows XP and all of a sudden I cannot install a cd rom and uninstall and old program.
When I tried to uninstall using add or remove programs I get a popup window saying InstallShield(R) setup launcher has encountered a problem and needs to close.
When trying to install a cdrom I get Nokia_N80.exe has encountered a problem and needs to close.
I have looked in the windows helpsite and it only list specific error codes for installshield and as I am not getting one I do not know what to do to fix it.
I have got the Installshield updater and am runnning the latest version of it.
Any ideas of why I cannot do these functions anymore?
Bear in mind I am no IT expert so any help needs to be easy to follow.
Cheers

You need to check in 'Services' that you have the following:

'Windows Installer' Manual

To get to services do the following:

Click on Start -> Run

Type: Services.msc /s then press return.
