I noticed the chip says R'sdev but the case has a Scooby pro sticker?

I can't find anything regarding r'sdev

yep looks like it. these chips are such old tech and are a very generic way to up the power as they just raise boost and fuelling and remove the fuel cut. the problem is they arent custom tuned to your car and wont be fine tuned to your set up and mods if any. an esl board mapped properly to your car would be the better option bud.

So scooby pro clinic made the chip?

I only have a stainless exhaust and heard that these give a slight power increase so a ESL is the best route but in the mean time this chip will be ok ?

no scooby clinic has nothing to do with it m8. as far as fitting it its your call, they generally are a safe map as the levels are only raised slightly to give a bit more power and are designed to work on most cars kinda like a ppp map from prodrive. esl is still your best option but its your car so its up to you but dont take my word that its safe. back in the day lots of people did fit them but as i said its old tech now kinda like using a nokia 3210 when we have iphones now ;)
