Its neither of those. The car looks like a prototype, because it has a Birmingham plate, and is definitely not on sale in the UK at the moment.
That said its got us all at work stumped for the moment, but we're working on it.

Well our thinking is centering on a prototype that MG Rover are devloping either with/for Tata, Proton or Shanghai Automotive. We're thinking the latter as the car is left hand drive, and Tata and Proton are both based in RHD markets, but as for what it is exactly we're still searching......

Ok we got it, its the Hafei Lobo.....
Chinese make, shown recently at a motor show, designed by Pininfarina.
Nothing to do with MG Rover, but there is talk of IM sniffing around it.
