my m8 has a 2000 nissian primera and has seen this on ebay. whats your opnions?

I presume then it's just a resistor you could buy for 5p from an electronics shop. I've seen this before for various cars and its always seemed like a rip off.

i can't see how a 1.99 chip will give a non turbo 20 bhp?

It's a 1p resistor, which some people pay £20 for.

think it mods some intake sensor into giving a lower temp reading which makes the ecu chuck in more fuel.

2p resistor and a crap photocopied instruction sheet.
