Phone contract deal reduced less than two weeks after purchase - consumer rights?

A friend of mine took out a phone contract with a company (won't say who yet). Less than two weeks after they took the contract out, the deal was lowered by £8 a month. When they intially contacted said company, they said nothing could/would be done. I have read some conflicting stories regarding consumer rights on this matter.
Does my friend have a case for a refund of the difference?

Things like this happen with everything, there's always something on sale shortly after you have just paid full price.

It depends, did he accept the deal online or in store? If online, then you have 14 days cooling off period in which case he could cancel. If he signed up in store then theres not much he can do about it other than find some other reason to cancel, such as mis-sold contract, phone signal doesn't work at his house/work, etc.
