Anything by Cateye will be decent. Cheaper and also good are Smart lights. lockwise, depends on your budget and how you plan on carrying it.

I use a heavy chain and padlock. Have to say it is heavy in my rucksack though. With hind sight I would buy some sort of d-lock. Don't know which are best though.

both.

sounds like a nuts thing to say, but you should use two different styles of lock - chain/cable and a D-Lock. It takes two different methods to remove the locks.

Oh, and learn how to use a d-lock properly:

As for lights - I'm a bit (well - a LOT) OTT on bike lights but I cycle down unlit country lanes and need to see as well as be seen. However - for the rear lights a Cateye LD610 (5 very bright LEDs) or a LD1100 (10 bright LEDs) are near perfect

I'm running:
Front (euphemistically called a Hope Vision 3)
Hope Vision 1
Hope Vision 2

Rear
Hope District 3
Cateye LD1100

If you total it up, it comes to £300 on lights.
