OFCOM - Investigate Top Gear after 2 complaints!?!

Just read the article on the BBC Website about the Ferrari 430 comment - you know the one where Clarko called it a "speciale needs"... 
Well a whoppin great big 2 (that's "two" for all the Telegraph readers) retarded people complained to OFCOM and as such they launched an investigation into this diabolical matter
Well they concluded that as it was after the watershed (21:30) and that the BBC had removed the comment from iPlayer they would let this incident drop (there is a page of supporting text to their decision
).
So in light if this it appears that 2 (two) people is all it takes to potentially kill a TV programme, regardless if it's enjoyed by millions... this country is fcuked up...

What I can't quite comprehend is the fact that Top Gear says "speciale needs" and gets dragged over the coals - yet X Factor is full of people with "speciale needs" and not a chavtastic word is muttered against them!

What about the Ferrari was he describing as special needs? If he was describing a Robin reliant then that would make sense but what is there to complain about with it being a Ferrari. Some people seem to just like complaining for complainings sake, such happy people they must be.
