When I was stationed in Germany we had a Canberra B(I)8 which for some reason had better performance than all the others. I was returning to base from a very long trip and I did a "cruise/clmb" which means that you maintain a constant speed at a high power setting and as the fuel weight decreases the aircraft will climb. This aircraft made it up to 53,700 feet which may not sound that high but is amazing for a Canberra at that time.
I got a good "listening to" from the boss after that got out because you are supposed to have pressure breathing oxygen at that height in case of cabin pressurisation failure. Your life expectancy at thet height withough oxygen is not very long at all!
The Vulcan would go higher I reckon at a light fuel weight but that also did not have pressure breathing, not on our squadron anyway.
As was said above, 250 feet is plenty high enough anyway, it gets boring up at height!
