Depends on injuries, other offences, drivability of vehicles, availability of recovery, language barriers etc I guess.

Just be lucky it wasn't a doughnut truck that was involved, it would've taken weeks to clear up!

back of the red truck only thing that botherd me was the police had no intention of trying to get the trafic moving i said to one copper why dont you stop that flow of trafic so another one can go up the slip road on to the m5 and clear the toundabout he wasent intrested

All of the above and travelling time for them - also you will need the scene examining with the vehicles in situ. You will also need to look at causes and (with them being drivers of heavy vehicles) ensure that its nothing more than a momentry lapse of concentration. Otherwise you can effectively give hime a slap on the hand and the next time he may plough into a car.

Drivers of all vehicles issued with producers
Lorry tacho's checked
Recovery remove vehicles
Highways agency called
Highways assess the road
Highways clear the road
ambulance leave scene
Police units open roads
Police make sure all traffic flow is correct
Road is re open

That is why it takes time. I think two hours is an amazing time, hats off to all units involved.

2 hours was quick, it's when they do the whole routine for a dog thats been run over by a bin truck that it gets silly.

Ambulance arrive.....There could be injuries, I am sure you would want medical attention if you were injured in a car accident.

Accounts, ARB's and breathalising.... Well without these insurance wont pay out, I am sure you would want a payout if you were hit by another vehicle resulting in a total loss.

Tacho check........ If a driver has been on the road for 14 hours non stop and hit you I am sure you would want that dealt with

Producers....... I am sure you would want the driver to be made to prove his allowed on the road in the first place

Witness accounts....... I am sure you would want a witness account taken if a reckless driver hit you.

Traffic SGT....... Its a major road, I am sure you wouldnt want a beat bobby managing that scene

Sometimes the simplest things take the longest, for reasons some of us dont understand. Were we in the job, we might understand them better.

Personally, I would wanna know why an lorry manages to drive straight into the back of another one, on a low speed access road.
As has been said, could have been a car, and that would have been messy.
