I can't understand why you would not be allowed hi-vis vests.
However, depending on the bus company, maybe they have 'banned' phones. It's one thing for someone to recieve a call on their phone, which probably nothing would be done about it, but it does create a nuisence(sp) when you have people belting out music on them. Much the same as how, you can be asked to either to turn down or switch off a music player (mp3/ipod etc.).

Used to drive them and were issued hi-vis for when walking about the garage. We had strict instructions not to wear when driving as supposedly it reflects on to the inside of the windscreen and can cause a distraction. I dont see how this could be an issue with a passenger wearing one though.
Well if someone did have a Hi-Vis vest on and by chance someone took a picture then the flash could be bright enough....I'm sorry i can't go on with that utter pump.

Well yeah because if whilst moving the bare can hits someone then it could really really hurt - and possibly be cold - whereas in a bag there is a bit of cushioning. Come one its basic health and safety here!
