A colleague of mine was caught speeding on the 16th Nov, and has just received his NIP on sat (17th Dec), postmarked the 15th dec. I was under the impression that NIP needed to be issued within 2 weeks of the offence. Has this changed or is it a misconception?

When you say caught, do you mean

He was stopped by the police- if he was then the police probably gave him a verbal nip and followed it up with a written version.

If he was flashed or filmed by a camera, then the FIRST nip must be sent within 14 days of the alleged offence to the REGISTERED KEEPER. If he has owned the car for sometime, hasnt changed his address recently and is the registered keeper(see v5 document) then the nip has time expired and is invalid. But he should still fill in the nip as there is still a possibility a charge of failure to identify (Section 172 RTA).

Check he is the registered keeper first before sending the nip back.

 

It was a hire car, but he wasn't stopped, it was a mobile camera.

He will have to check with the hire company to see if they are the RK. Looking at the dates it is likley that the nip was posted in a correct manner, but always worth checking.

If its a company or hire car it gets sent to the registered keeper (the lease/hire company) who return it to the police. They then send it to you. I think they can have up to about 6 months, as the 14 day rule has already been satisfied as it was sent to the keeper.
