reg 'nnnn AP'. where n is a digit.
passenger rear view mirror.
no model badges.
no visible extra plod ariels.
white shirts.

are those plates military or transport police in any way ?

 

It might be a very old registration, I am not certain but I think that there was a period with 4 figure numbers and two letters.
