Get the forms from the PO or direct from DVLA. Gives you instuction leaflet with it.

I did this a few years ago ... you have to pay (at the time) £25 per year to keep it on retention; I was a week late and lost the plate ... so make sure you pay 'em on time!

in my experience you go to your local DVLA office get treated like you are the biggest hassle in the world. Told to fill in all the wrong forms which are usually crumpled up in front of you with loads of sighing and tutting getting done at the same time and get the forms posted back to you for some stupid, silly reason.
Not a good system....either that or the Dundee staff are as much use as t!ts on fish

First time you do it will cost you £105 - £80 for the transfer fee which then means when you go to use the number again it doesn't cost you anything and the extra £25 is the yearly fee payable to keep the number on retention, Not sure about the tax issue although I found the Inverness VRO office very helpfull. You take the forms in, wait a few days until a new number is allocated for the car and then they issue a new tax disc with the new number on it to go with the new number plates,
