To expand on Jer's comments, they sit on your server of choice and allow you to use the embedded stuff in Frontpage such as forms, hit counters etc. Never gone in to them much but I would think they are CGI type modules

Not really much use to be honest, and I agree with Jer, use Dreamweaver it is great
