As good or as bad as it sounds, its the speeding the courts are more interested than the insurance. If I rode my bike, riding sensibly but without insurance and someone pulled out on me at a junction (it was their fault), It wouldn't change the fact that they caused the accident. I would get done for no insurance, but I could claim off theirs. If I caused the accident, they would recover damages from the MIB and then the MIB would pursue me for the balance.

LOL when you put it like that, nor would I .
Its the Motorist Insurance Bureaux, an organisation set up by the Government when Motor insurance became compulsory IIRC in 1947, which all the Insurance companies pay into, to protect the interests of innocent victims of uninsured drivers. Insured or not if you can prove the driver is at fault, you won't be high and dry.

Ridiculous!!!!
The fine for driving without insurance should be at least FIVE YEARS worth of FULL insurance premiums for that particular person in that particular vehicle (plus a deterrent factor and other components)!!!!
If it is cheaper to drive without insurance (even if caught) then many people will!!

Yep makes you want to not insure your car!...and you save on the tax disc..
I got a 6 month ban for driving at 140 on the M1!.. and a £1k fine...
That said I had just been banned for totting up so I was told I had an arrogant contempt for the law and had to be punished.. at least I didnt get any extra time as bans run concurrently... that said I had nothing to lose
The courts told methey could not have given a custodial sentence no matter what speed I was doing...., if I was not racing anyone...

OK OK Boomer, You made your point LOL.
Seriously, what your proposing wouldn't be enforcable as most of the culprits are young kids who drive pool cars anyway, can't afford insurance in the first place and certainly not be able to afford it with a £3k fine.
Realistically wouldn't it make sense to get these drivers on the right side of the law by making the insurance companies drop their premiums to sensible prices. If you were looking at £1500 per year to insure a ropey 1600cc Escort TPFT, wouldn't you be tempted ?. The premiums are ridiculous and that money, if disposable income should be spent on safer (newer) cars and after test training courses.
