Modem or line fault???

I'm having trouble accessing the internet from home at the moment.
When I dial up, I get all the correct handshake tones, the modem finishes and then everything just stops. The 'verifying user name and password' doesn't usually come up, but on the odd occasion it does it and then stops there.
I can connect around one in fifteen times and at a rate of 14.4K.
It happens on any ISP I try.
Am I looking at modem trouble or possible line trouble? My telephone line seems OK for voice calls.

probably driver trouble. If the modem or line where faulty you would expect to get zero connections. The driver may have a preferred connection speed set to 115 200 bits. You can't get this on a phone line, so some drivers (particularly xircom) tell your ISP to **** off. GREAT isn't it
