I generally use Microsoft Photo Editor to edit the file.

Open the File in Photo Editor
Click 'Image'
Click 'Resize'
Change the 'Units' drop down to Pixels
Set the image to 600 pixels wide (I have found this to be a good compromise for size and quality)
Click 'OK'
Save the new image, as a new file or over write the original one its up to you.
Then Upload, post and sit back and admire your pictures!
