Does it have a tow bar or had one in the past?

Then it will most likely be the flashing light to indicate that the towing lights ie indicators are working, some towbars use a buzzer or a flashing light.

Hi Russ, do you still have the tow bar kit? I want to be able to tow a trailer in the near future and don't want to have to swap my blob wagon for something more agricultural!

By adding a fuse/relay/switch you can easily fit front fogs ( ala WRX or WR1 - although as driving lights) as the wiring is already there. Maybe fitted by a previous owner and removed. Are they hiding under the covers??

Depending upon time of year I change mine out.

That's the thing, there's no fog lights there.

Initially thought it cut the rear lights out when the headlights were on or something dodgy like that haha
