Default Heater control and panel surround

Hi all,
Just picked up a secondhand Bugeye (late 2001) and have a couple of minor niggles i'd rather sort myself than chase the warranty for.
Firstly, when I set the heater all the way counterclockwise to front vents only I hear an actuator turn then it just clicks continously. It works fine on all other settings. Is this easy to get to?
Secondly, the silver finish surround that goes round the stereo and the heater controls has a dull sheen to the finish on about 1/4 of the surround and i'd like to replace it. Anyone know a rough cost and how I go about changing it.

Open the cup holder, undo two screws revealed, pull cup holder out, easing the sticky down bit past the radio surround. Then grab the top edge of the radio surround where the cup holder was and tug gently, it just unclips itself from four or six fittings around the raido and air con controls, pretty simple.
