What Alcazar says is dead right. A four-up bonnet pod is a big no-no unless you run a front-mount intercooler. This is why the Grp N Imprezas use the two by two arrangement.
Supplementary bonnet pods are also illegal if used on the road (they're not allowed in road rallies if that's what you're thinking), make you look a bit of a poser, require the bonnet and wiring harness to be modified quite extensively and are also really easy to steal. A pair of driving lights in the bumper would be a far more sensible option.

not to mention that in order to properly
mount them you have to drill multiple holes
into your bonnet
are you looking to go through all of this??
fabricate some sort of bumper pod or upgrade
your fogs as suggested....
i had a bumper/grill lightbar on my Impreza
when i was running road rallies with it see below:

I bought a couple of the two lamp pods for the corner of the cars bonnext and have a spare bonnext so when It gets to the winter in our area its really quiet country roads. We can use the lamp pods and the lamps no probs and really lights up the countryside lol.
