Normal adjustment is electric from the **** down by your right knee. Presume you knew this!!
So I guess you mean that the two sides are out of step with each other following the mods? If so then I think you need to take them both out again and refit checking that all the plastic pins are seating correctly.
I always felt that even on max high, setting 0, they were still too low so when mine were out for HID fitting I put a washer behind the bolts at the top to push them a bit lower. This worked a treat I normally run on setting 2 now and have 1 and 0 to play with if they want to be higher for any reason.
You could try this washer mod on whichever light is high if refitting them doesn't solve it.
