As far as the other two go, AFAIK, there's nowt in it. Both are made by reputable companies, have good light output and spread, and are relatively easy to fix, and wire. PIAAs use H3 bulbs, I think, which CAN last longer in service than the H2 of the Cibie, it's due to the bulbholders.
WHICHEVER you choose, DO budget for a set of clear covers. Cibies from Scoobysport, PIAAs from Subaru dealer for the OE fogs, but turned upside down.
If you do a search on the sites of sellers, and on here, you'll undoubtedly find pictures of cars with both types fitted.
