Heater and internal thermometer / thermostat

1994 V1 Sti
My heater is not great at getting the temperature right in the car. Its generally way too hot and only goes cold at its lowest setting or with A/C on.
If run for a while (say 30-40 mins) it seems to improve. I have replaced the thermostat, flushed cooling system and replaced external temp sensor seated infront of the rad.
When looking under the dash in the passenger footwell and moving the temp dial I see that the arm moves from full extension to full extension within 90 degrees of the *** turn, ie, from hottest to middle, but then not at all from middle to cold because its already moved as far as it can.
Is that normal?
Is there a temp sensor behind the little grate on the controls? Is it replacable?
