Fulham,
You've posted a contradiction in terms.
Dash mounted - means on top of dash.
A pillar - mounted on A pillar.

What do you want to do ?

Chris
P.s. I've seen dash mounted PODS held on with clear silicone, which comes off with a little effort, and no damage, if you ever want to remove the POD.
