Default KPH Clocks

Hi

I'm looking to get another Impreza and one I'm interest in, the owner says the clocks are in KPH not MPH so the 100+ KMH is 60k MPH.

Is that right? Do the imported cars still have KPH clocks in?

So the imported Impreza with KPH clocks is restricted to 112mph?
Also the tax is £260 something for 6 months!! Is that right?
are the imports valued less?
