Ex Company Car NCB

Help,
Does anyone know of companies that offer to transfer ex company car drivers to a No Claims Bonus?
Direct line told me they did, only to find out today that that only applies if you are the sole driver of the car. If it is a fleet policy (which most big companies are), and someone else can drive the car then they wont give you a NCB entitlement. Dont see what difference it makes myself.
Preferably someone who also will insure mods, at least PPP....

I called schofield today but they said they could not offer me anything as they used to deal with independant who as we know have gone.
They said if I called back in a few weeks they might have something new set up.
